Most rolls occur when 1 tire drops off too far and the rig tips in that direction. In a purely sidehill situation it wouldn't make a difference but when you are looking at the typical situation (like yours) where a wheel drops and the opposite corner lifts first, a longer wheelbase will increase the stability.

Ok yea in that aspect it will definitely help alot and guess in most of the wheeling situations i will ever be in with this rig that would be the biggest issue.

If i did choose to buy a new fuel cell I am thinking the safest way to mount it would still be to cut out the floor and mount the tank. Then build a new floor over top of it so that the tank is not inside of the cab of the vehicle. This would also let me lower the tank a slight amount to limit the amount of internal cab space i am using up.
