Yes, a traction bar is used on a leaf-sprung truck to prevent axle-wrap and the associated hopping that comes with it.

It depends.
If isn't usually necessary if you're spring under.
Most of the time, SOA it is pretty much mandatory.
You can make up spring packs that do okay without a traction bar, but most people end up putting one on.

That's why you read, and read, and read, and read, and don't ask questions, untill you've done the research
Oh, and common sense helps a lot too
