Comp Cut and VA Inspection

Does anyone actually know the law about a comp cut on a Jeep passing VA inspection and general traffic ticketing?

I've read various conflicting things online with no actual resource or posted law number. I've also gotten about 4 different responses from 2 different cops and 2 different inspection stations.

Any real world advice or actual laws known?
