The Forest Service puts out a map every year of the areas of Jefferson and Washington Nation Forests which are available for OHV use. I didn't realize this existed and should be a useful resource for those looking to explore the National Forests or are wondering whether a particular place is legal to wheel. Thread is a sticky and will be updated with each year's publication when it is made available.
