Rubicon Express is just the title sponsor of the 4500 class. It is still a modified class.

4800, Legends would be the class you would have to run. It is a Sportsman class that allows full-hydro and fits your $1000 shock budget (4400, 4500, and 4600 all run 2 per). The 4400 class must qualify for KOH. THe EMC classes do not.
