WJ Bumper Build

I was searching the interwebs and came across this site. They sell CAD files with materials lists and such for DIY bumper builds. I'm fairly new to the whole 4x4 thing, nonetheless fabrication, so could anybody give me an estimate of just how hard it would be to build this, and how much you think it would cost (steel/hardware/etc)?

This may help:
Required Materials (Slotted Version):
48" x 48" steel plate - 3/16" thickness
1'6" x 3' steel plate - 1/4" thickness

Suggested Materials:
Additional Gussets and Bracing As Needed
Grade 8 Hardware For Mounting
D-Ring Mounts

Only thing that could pose a challenge is cutting the material. In an ideal world, having it CNC'd would be best. But, I guess a steady hand a plasma cutter could work. I don't want to discourage you but it can become more time/cost to build than to "buy". I am curious as to how much the raw material would cost though, I do not know where Alec buys his material from. Hopefully he'll have an answer.

If you don't have the facilities, equipment, and skills to start off with, it is going to be easier and potentially cheaper (at least on a dollar per effort basis) to buy a bumper.

Are you looking for a cheap bumper or a learning experience?

I'm looking for both. This is more of a wishful thinking type post, but I'm very interested in doing it if its possible, money and time permitting.
